Jamendo www.jamendo.com
Jamendo is by far my favoite free music archive. It lets you listen to any song in any album before downloading. All songs are Creative Commons licensed, in both mp3 and ogg music albums, which can be downloaded via Bittorrent. No account is needed to listen to or download songs, even though Jamendo may sometimes asks you to.
ccMixter ccmixter.org
All songs and samples are Creative Commons licensed. Song downloads are mp3 format only.
SectionZ www.sectionzmusic.com (and www.sectionz.com/home_mp3.asp)
The SectionZmusic.com website has a nice archive of songs, but you need to register (free) with them to download songs. As I don't have an account yet, I do not know what format songs are, or what licenses they are under. The SectionZ.com main website has another, entirely different song archive. Unlike the other, you do not need to register an account. Some songs are fully copyrighted, and some songs are Creative Commons licensed. Songs are in mp3 format.
opsound www.opsound.org
An interesting song and sounds archive. Songs/sounds downloads are in mp3 format. All songs/sounds are licenced under the Creative Commons Attribution-ShareAlike license, or are placed in the public domain.
MyVirtualBand www.myvirtualband.com
Songs are Creative Commons licensed in mp3 format. Too bad the song list isn't updated often.
